How to Enable VT-X/AMD-v in Windows 8.1 of HP Laptop
I enrolled in the "The Complete WordPress Website Business Course" of Gregg Davis under Udemy Online Course. In this course, he introduced two (2) types of environments to start developing WordPress websites: 1) Local Development Environments and 2) Live Website Hosting.
Local Development Environments
"The word "local" in this context means that the entire website, server and database exists on a single, private computer. Since websites need to be "served" using the same technologies that hosting companies use, you'll have to install a program to run a server on your own computer. This system allows you to develop and view websites without being connected to the internet, and without paying for a hosting account.
To do this, Local by Flywheel is free to use, and you don't need a Flywheel hosting account to use it. Local by Flywheel is designed for use with WordPress, and has an auto-installer so you can get new websites up and running very quickly. Another advantage of Local by Flywheel is that it includes email server, so you can test email sent from your websites."
Thus, by using this local development environment, I can explore WordPress.

The 60 day trial allows you to get a feel for how the interface works, and see the differences between Standard Hosting and Managed WordPress hosting.

There are many other Web hosting companies, such as GoDaddy, Bluehost, HostGator, iPage, Hostinger.com, Justhost, 1&1, Web.com, Host1Plus, Media Temple, Sitebuilder.com, Domain.com, justhost.com, a small orange, StartLogic, etc.
Installing Local by Flywheel
After installing the VirtualBox, the Error message appeared "Error with pre-create check: “This computer doesn’t have VT-X/AMD-v. Enabling it in the BIOS is mandatory."
Installing Local by Flywheel
I installed Local by Flywheel in my HP laptop.
I clicked "Turn on Error Reporting."
I clicked "LET'S GO!"
I clicked "Yes." Then, it continued to install.
How to enable VT-X/AMD-v in Windows 8.1 of HP laptop
1) Restart the computer. While the computer was restarting, press the key F10 many times to enter the BIOS settings menu.
2) Choose System Configuration. Check Virtualization Technology. Then, click Save.
3) Click Yes.
By clicking Yes, the computer automatically restarted. Then double click the icon for Local By Flywheel located on the desktop.
Click LET'S GO!
Local by Flywheel continued to install the Host Machine.
When the User Account Control appears, click Yes.
The Local Image is installing.
At last, the Local by Flywheel is already installed.
Click Create a New Site, then type the site's name.
In Choose Environment, click Preferred.
It's time to set up WordPress by filling-up the WordPress Username and WordPress Password. Then, click Add Site.
